백만기도서명운동 인권윤리포럼은 지난 27일 3월 연합기도회와 함께 우크라이나의 자유와 평화를 위한 기도 및 구호운동 발대식을 개최했다.
이 자리에서는 우크라이나 자유와 평화를 위한 공동선언을 발표하고, 우크라이나의 조속한 종전과 자유와 평화를 위해 합심 기도했다. 이들은 향후 각 지역별로 우크라이나의 국민들과 성도들을 위해서 중보하고 선교 및 구호사역을 지원하기로 했다. 다음은 한·영 성명서 전문.
우크라이나의 자유와 평화를 위한 공동성명서
우리는 전능하신 하나님께 간구하며 우크라이나와 인류의 자유와 평화를 수호하기 위하여 다음과 같이 촉구한다.
전 세계는 지난 2년 동안 코로나 팬데믹으로 6백만 명 이상의 사망자가 발생했고, 인류는 유례없는 사회적 위기와 경제적 난국에 직면하고 있다. 지난 2022년 2월 24일 오전 4시 러시아는 우크라이나에 전면 침공을 개시하였고, 우크라이나의 주요 도시인 마이우폴, 키이우, 오데사, 하리키우 등의 아파트, 학교, 병원, 유치원 등에 무차별 폭격이 가해졌다.
우리는 천만 명이 넘는 우크라이나 국민들이 피난민이 되고 무고한 시민들과 어린아이들이 처참하게 희생되는 이 엄중한 상황을 깊이 우려한다.
철의 장막 구소련이 해체된 후 1994년 우크라이나는 부다페스트 양해각서를 체결하였는 바, 당시 우크라이나가 보유한 핵무기를 폐기하고 핵확산금지조약 (Nuclear Non Proliferation Treaty)에 가입하는 대신에, 미국, 러시아, 영국 등으로부터 안전보장을 약속받았다.
그러나 유감스럽게도 러시아가 우크라이나를 침공한 만큼 미국과 영국 등 양해각서 당사국들은 우크라이나의 자유와 주권을 수호해야 하는 책임을 통감해야 한다. 동시에 러시아 푸틴 대통령은 우크라이나 국민들의 자유와 주권을 침해하는 반인륜적 살상과 침략행위를 즉시 중단하라.
UN 인권헌장은 인간의 천부적 인권을 천명하고 모든 반인륜적인 독재와 압제를 반대하는 바, 우크라이나의 주권과 자유를 침탈하는 러시아와 구소련, 그리고 이를 방조하는 중국 등은 반인권적 범죄행위에 가담하는 것이다. 더군다나 러시아의 우크라이나 침공에서 체첸, 벨라루스 등의 개입은 이 전쟁이 세계 대전의 재앙을 내포하고 있는 것이다.
유감스럽게도 우크라이나 국민이 처한 현재의 상황은 1945년 해방후 대한민국이 처한 상황과 매우 유사하다. 우리나라는 해방 후 6.25 전란을 거치면서 무려 6백만 명이 넘는 사상자가 발생했고 지금껏 분단국으로 남아있다. 당시 구소련과 중국의 주도와 지원으로 한반도에 전면적인 남침이 이루어진 것과 같이, 오늘날 우크라이나도 처참한 전쟁과 분단의 위기에 처해 있다.

미국 바이든 대통령과 영국 보리스 총리는 러시아와 구소련권의 침략에 맞서서 우크라이나의 자유와 주권을 지키는 엄중한 책임을 통감해야 한다.
미국과 영국 등이 우크라이나의 자유와 평화를 수호하지 못하면서 무기와 약간의 원조로 자위한다면 세계를 패권주의 독재에 내주는 무능하고 무책임한 국가로 비칠 것이다. 그리고 그 결과 유럽과 미국은 결코 안전하지 못할 것이며 나아가 여타의 국가들도 항구적인 평화를 장담하지 못하게 될 것이다.
이에 우리는 참혹한 세계 대전으로 내닫는 국제사회에 대하여 우크라이나의 자유와 평화를 수호하고 인류를 대재앙의 참상에서 건지기 위해서 다음과 같이 촉구한다.
1. 부다페스트 양해각서를 파기하고 우크라이나를 침공한 러시아와 구소련권 군대는 살상을 중단하고 즉각 철군하라!
2. 중국 등 전쟁을 방조하는 국가들은 기회주의적 태도를 버리고 러시아의 우크라이나 침공을 반대하고 평화를 천명하라!
3. 한국교회와 전 세계 그리스도인들은 전쟁과 기근과 역병으로부터 생명을 구호하고 자유와 평화를 수호하도록 합심하여 하나님께 기도하자!
4. 이해 당사국들과 지도자들은 회개하고 하나님의 공의를 따르며 반인권적, 반자유민주적 행위와 압제를 즉각 중단하라!
5. 미국과 영국 등은 부다페스트 양해각서를 지키고 우크라이나의 자유와 주권을 수호하라!

Joint Statement on Freedom and Peace in Ukraine

We plead with Almighty God and urge the following to defend the freedom and peace of Ukraine and human beings.
There were more than 6 million deaths due to the COVID-19 pandemic all over the world in the past two years, and humanity is facing an unprecedented social crisis and economic hardship. On February 24, 2022, at 4 am, Russia launched an all-out invasion of Ukraine, and indiscriminately bombarded apartments, schools, hospitals, and kindergartens in the major cities of Ukraine, such as Mariupol, Kyiv, Odesa, Kharkiv. We are deeply concerned about the dire situation in which more than 10 million Ukrainians are displaced and innocent citizens and children are sacrificed.
In 1994, Ukraine signed the Budapest Memorandum (BM) after the dissolution of the Iron Curtain and was promised Security Assurances by the US, the UK, and other countries, instead of Ukraine's dismantling of nuclear weapons and joining the Nuclear Non-Proliferation Treaty. However, as Russia has invaded Ukraine, the parties to the Memorandum, including the US and the UK, must realize their responsibility to safeguard Ukraine's liberty and sovereignty. At the same time, Russian President Vladimir Putin must immediately stop killing and aggression against humanity that infringe upon the freedom and sovereignty of the Ukrainian people.
Based on the UN Charter of Human Rights, which affirms human rights and opposes all inhumane dictatorship and oppression, Russia, the former Soviet Union, and China, which are invading Ukraine's sovereignty and liberty, are taking part in crimes against human rights. Moreover, the intervention of Chechnya and Belarus in Russia's invasion of Ukraine implies that this war is a catastrophe of potential World War.
Unfortunately, the current situation of the Ukrainian is very similar to that of the Republic of Korea after its liberation in 1945. Suffering from the Korean War after the liberation, there were over 6 million casualties in Korea, and remains a divided country. Just as a full-scale invasion of the South was made on the Korean Peninsula with the support of the Soviet Union and China at that time, Ukraine today is in the midst of a terrible war and division.
President Joe Biden of the US and Prime Minister Boris Johnson of the UK must realize their solemn responsibility to defend Ukraine's liberty and sovereignty against aggression by Russia and the former Soviet Union. If the US, the UK, and other countries cannot defend Ukraine's freedom and peace and self-defense with weapons and a little aid, it will be seen as an incompetent and irresponsible countries that surrender the world to a hegemonic dictatorship. And as a result, Europe and America will never be safe, and no other country can guarantee lasting peace.
In response to this, we urge the international community to protect the freedom and peace of Ukraine and to rescue mankind from the devastation of the catastrophe on the verge of a devastating world war.
1. Stop killing Ukraine and immediately withdraw Russian and former Soviet forces that invaded Ukraine in violation of the Budapest Memorandum.
2. Abandon opportunistic attitudes by China and other countries that are aiding war, oppose Russia's invasion of Ukraine, and declare peace!
3. Let the Korean church and Christians around the world work together to save lives from war, famine, and pestilence, defend freedom and peace and pray to God!
4. Interested parties and leaders must repent what they did and follow God's justice, and immediately stop anti-human anti-democratic acts and oppression!
5. The US, the UK, and other countries uphold must the Budapest Memorandum, and defend the liberty and sovereignty of Ukraine!
